摘    要:中国人必须养活自己。粮食的持续增产,是保证我省国民经济健康运行和再造发展新优势的基础。粮食生产资源和比较利益状况决定了必须要建立国家技术创新系统。效率问题是国家粮食技术创新系统的核心,建立健全非价格诱导机制是保证该系统高效的突破口。

Abstract:China should feed itself. An sustainable increase in food yield is a guarantee ofsmooth movement of national economy and capability of creation of new advantage of develop-ment. The technology change plays a key role in food increasement.A system of technologychange supported by government should be established under consideration of both food pro-duction resources and comparative advantage. Efficiency is the pith of the system. Mechanisminduced by some factors except price should be set up and perfected to promote the efficiency ofthe system.
