建设用地对经济增长贡献的区域差异及差别化管控——以武汉城市圈为例

摘    要:运用拓展的C-D生产函数和面板数据模型估算武汉城市圈建设用地对经济增长的贡献程度,并基于贡献率的区域差异提出了建设用地差别化管控措施。研究结果表明:1)武汉城市圈2001-2004、2005-2008、2009-2012、2001-2012年建设用地对经济增长的贡献率分别为3.01%、7.59%、10.04%、6.07%,建设用地投入对促进城市圈经济增长有着重要作用;2)不同阶段不同区域建设用地对经济增长的贡献率存在明显的差异性,有必要根据区域差异实施建设用地差别化管控;3)按建设用地贡献程度和替代性,可将城市圈划分为建设用地依赖型、挖潜型和替代型三种管控类型,并从总量控制、增量分配、土地批供用查等方面制定针对性的管控措施。通过划分建设用地管控类型进而制定针对性的管控措施能够实现建设用地差别化管控。

Abstract:Applying the expanded C-D production function and the panel data model, this paper estimated the contribution rate of construction land to economic growth in Wuhan metropolitan area and suggested some differential management measures of construction land based on the heterogeneity of the contribution rates. Results show that 1) the construction land contribution rates were 3.01%, 7.59%, 10.04%, 6.07% in the periods of 2001-2004, 2005-2008, 2009-2012, 2001-2012, respectively, indicating that construction land input had a significant effect on promoting economic growth; 2) there was an obvious heterogeneity on the land contribution rates in different stages and regions, and it was necessary to implement differentiated management strategies based on the regional difference; and 3) according to the contribution rates and substitutability, Wuhan metropolitan area could be divided into three types of regions: including dependent type, exploring potentials type, and substitution type. Targeted control measures, such as land total quantity control, incremental allocation, and land supply and usage approval control, could be used in the above three types of regions. Differentiated construction land control could be achieved by dividing control types of the regions and designing specific control measures.
