| 摘 要： | 深化国有林场改革，加快国有林场发展，是全面推进林业现代化建设的重要内容。目前，国有林场存在资金短缺和后续经营乏力两大突出问题，导致了国有林场运行效率低下、经济状况不佳。鉴此，文中探讨了采用在基础设施等公共领域中流行的一种TOT项目运作模式运作国有林场，以提高国有林场经营活力和经济效益。文章介绍了TOT模式的含义与特点，分析了国有林场的经营现状与存在的问题、采用TOT模式运作国有林场中出现的弊端，并提出了相应的解决对策。

| Abstract: | In order to enhance managing vigour and raise economic effects of national forest farm,TOT model((Transfer)-Operate-Transfer) which is applied widely in some basic facilities of public field.This paper gives an introduction on the implication and characteristics of TOT project operating model,analyzes the actualities and(problems) in management of national forest farm.Aiming to the disadvantage after introduced the model appeared in there,Some appropriate measures to be taken are put out. |
