| 摘 要： | 农村水利作为准公共物品,由于难以克服外部性,容易出现供给不足,大水利与小农户的不适应,迫切需要农民的合作。从成本—收益角度看,合作是可能的也是必须的。但农业生产中的风险和不确定性,对政府作为的预期,以及村庄权威性基础的丧失等严重影响着村民合作,给村庄用水安全带来极大的隐患。

| Abstract: | Duo to externality of rural water conservancy,the demand of rural areas for irrigation infrastruc-ture can not be met.Considering the cost and benefit,cooperation in rural water conservancy is a good and practical choice.But there are still many difficulties duo to the risk and uncertainty of agricultural produc-tion and other factors. |
