强化农业科研单位内控机制的新思考

随着对农业科研重视程度的不断提高,农业科研项目数量和投入经费不断增加,在农业科研持续发展和科研成果不断涌现的同时,农业科研内控的风险也在增加,如果不加强内部管理控制,必将严重影响到农业科研单位的运行安全。文章在对农业科研单位内部控制必要性研究的基础上,剖析了目前农业科研单位内控机制方面存在的主要问题和薄弱环节,并提出了增强内控意识、完善内控制度体系、提高内控制度执行力、增强业务操作的透明度等具体的强化措施,以期为农业科研单位运行安全提供借鉴。

New Thought of Strengthening Internal Controlling Mechanism in Agricultural Research Institutes

The programs and input funds of agricultural research increased rapidly, as more attentions were paid to agricultural research by all levels of government. Agricultural research sustainable development and more research achievements were occurred, meanwhile the risks of internal control in agricultural research institutes increased. The safe operation of agricuhural research institutes would be influenced unless management and internal control was strengthened. On the basis of study on necessity of internal control in agricultural research institute, problems and weaknesses in internal control in these units were analyzed. Strengthening measures were put forward for references to safe operation of agricultural research institutes, such as strengthening the awareness of internal control, perfecting internal control system, improving the execution of internal control system, and increasing transparency of professional works, etc.
