对我国石油战略储备的思考

针对我国石油供应安全的紧迫形势,结合我国国情,从建立和完善石油储备体系,尽快制订石油储备法、切实提高石油战略储备的战略威慑和抗风险能力、着力提高油料战略储备基地的生存防护能力以及石油战略储备建设中应注重解决的问题四个方面,提出了建立和完善我国石油战略储备的方法和途径。

Cogitation on China's Petroleum Strategic Reserves

In allusion to urgent situation of safety petroleum supply in China combined with China's situation,the ways to build and perfect China's strategic petroleum reserves are presented in the paper in four issues to be resolved in establishing and perfecting petroleum reserves system,quickly formulating petroleum reserves law,strengthening strategic deterrent and anti-risk capability of strategic petroleum reserves,increasing living and self-protection ability of oil products reserves,and measures and approaches in constituting strategic petroleum reserve are put forward as well.
