提高科研单位研究室创新能力的途径与对策研究

对河北省农林科学院95个研究室的创新能力进行了调研与分析,结果显示,新形势下,临时或重复设置研究室、研究方向不明确、研究任务与人员配置不合理、接班人缺少等问题制约研究室的进一步发展。并根据问题的形成机制和发展趋势,提出了制订产业技术路线图、科学设置研究室、合理配置研究室人力资源、尽快培养研究室主任接班人、制订支持研究室的相关政策等有关对策和建议。

Study on the Ways and Contermeasures of Improving the Innovation Ability of Research Rooms in Scientific Research Units

The innovation abilities 95 research rooms in Hebei Agriculture and Forestry Sciences were investigated and analyzed. The results showed that there were some problems including the temporary and repeated establishment of research rooms, unclear research directions, the unreasonable research task and personnel allocation, and few of successors and so on, which restricted the further development. According to the formation mechanism and development trend of these problems, the countermeasures and suggestions were put forward such as formulating the industrial technology roadmap, scientificly establishing the research room, reasonably allocating the human resources, training the successors of directors of research rooms as soon as possible and making supporting policies.
