| 摘 要： | 指出退牧还草工程从战略上是一项德政和民心工程,是党中央下决心解决西部地区草原生态环境问题的战略举措,但由于牧区本身的自然经济属性和社会发育程度的制约,工程启动后使得涉及农牧民的生产生活在短期内将受到影响.通过分析退牧还草工程的内容和特点,提出了进一步完善和实施好退牧还草工程的对策建议.

| Abstract: | The engineering of replacing cropland with pasture was regarded as an ecological engineering, a strategy to solve the problems in western grassland ecology. However, limited by local economy and social development, farmer's production and life were influenced after the engineering launched. The content and characteristics of the engineering were analyzed; some strategies and suggestions of further improving and implementing the engineering were presented. |
