科技评价是高校科技管理的主要手段,是科技创新发展的风向标和指挥棒。科学的科技评价体系能有效激发科研人员的积极性和创造性,推动高校创新发展。围绕科技评价"破四唯" "立新标" ,安徽农业大学坚持问题导向,破立并举,探索建立代表性成果评价、同行专家评议、中长周期评价和分类评价机制,营造激励创新、追求科学真理的科研环境,有力推进特色高水平农业大学建设。

Reflection and Suggestions on Deepening the Reform of Science and Technology Evaluation System in Local Colleges and Universities: Taking Anhui Agricultural University as an Example

Science and technology evaluation is not only the main means of science and technology management in colleges and universities, but also the indicator and guideline of scientific and technological innovation and development. The scientific evaluation system of science and technology can effectively stimulate the enthusiasm and creativity of researchers, and thus promote the innovative development of colleges and universities. Based on the ideas of "breaking the four-only dogmatism" and "establishing new standards" of scientific and technological evaluation, Anhui Agricultural University adheres to the problem-solving orientation by both establishing new rules and breaking old ones, explores and establishes multi-evaluation mechanisms including representative achievement evaluation, peer expert evaluation, medium and long-term periodic evaluation and classification evaluation. These measures are effective in creating a scientific research environment that encourages innovation and pursuit of scientific truth, and vigorously promote the construction of a high-level agricultural university with distinguishing characteristics.
