3 种环境保护规划实施的评估方法优劣分析简

环境规划是否有效地实施直接决定着环境规划目标能否得到很好的实现.环境规划实施的评估是一个系统的、具有持续性的过程,所以应该具有一套科学合理的评估方法体系.主要介绍了目前环境规划实施的评估方法的研究发展,对运用较广或者较为先进3种评估方法：对比分析法、费用效益分析方法、环境经济预测分析方法,从应用范围、有效性及优缺点等方面进行了比较分析,并主要介绍了环境经济预测分析方法的运用.结果表明,目前运用最广泛的是比较分析法,费用效益分析方法则具有很强的针对性,而环境经济预测分析方法虽然更加先进、科学,但运用有限,可作为辅助评估方法.

This paper describes the assessment methods of current environmental planning and implementation of research and development, such as comparative analysis, cost-benefit analysis, environment and economy forecasting analysis methods, from the application scope, validity, the advantages and disadvantages and other aspects making comparative analysis and mainly introduced the use of environment and economy forecasting analysis methods. The results showed that at present the most widely used is the comparative analysis, eost-benefit analysis method is highly targeted, and environmental economic forecasting and analysis method, although more advanced science, but the use is limited, can be used as auxiliary assessment.
