土地用途分区体系探讨

在分析土地用途分区的基本要求的基础上，提出在中国应建立土地用途地域和土地用途分区两层次的分区体系。用途地域适用于县（市）组土地利用总体规划，主要突出控制城镇扩张，经保护农地和自然环境。用途分区主要适用于城（市）镇土地利用规划和乡村土地利用规划，它是实施土地用途管制的直接依据。分别提出了城镇地域和乡村地城的土地用途分区方法，并对土地用途分区控制规则的内容进行了探讨。

Discussion on the system of land use zoning

Based on the analysis of the fundamental requirement of land use zoning,it is suggested that a two layers zoning system including land use region and land use zoning should be established in China.The land use region is suitable for overall land use planning at county level,which focuses on the control of city and town expansion to protect arable land and natural environment.The land use zoning is suitable for urban land use planning and rural land use planning,which can be used as direct basis for land use administration.The land use zoning methods for urban and rural regions respectively were provided,and the rules of land use control were discussed.
