基于改革大势的林业科技评价体制探究

国内外科技发展的实践表明,科学技术评价体制是引导科技资源配置、激发创新活力的重要管理体制.当前,我国林业科技还没有真正建立起自已的评价体系.适应改革大势,推进科学技术评价体制改革,正是关于使市场在科技资源配置中起决定性作用和更好发挥政府作用这一改革核心任务的题中应有之意.面对林业科技发展中存在的一些问题,要遵循以人为本、实事求是和统筹协调的原则改革和完善林业科技评价体制.

A Study on the Evaluation System of Forestry Science and Technology in the Context of Reform

Practice at national and international development of science and technology shows, the evaluation system of science and technology is an important management mechanism in guiding the allocation of science and technology resource and stimulating innovation. Currently, the independent evaluation system of forestry science and technology hasn＇t been established yet in China. The reform of the evaluation system of science and technology should be promoted as it is consistent with the reform subject that the role of the market and the government should be fully played in the allocation of science and technology resource. To solve the problems faced by the development of forestry science and technology, the reform of the evaluation system of science and technology must be conducted following a realistic and pragmatic approach, taking people as the foremost and achieving coordination.
