推进种子管理体制改革,加大种子市场监管力度是当前种子管理工作的重要任务,各级政府和各有关部门要统一思想、加强领导,加快推进国有种子企业的改制步伐,建立健全种子管理体系,加强种子市场监管,做好种业服务,保障农业用种,以提高我国农业的综合生产能力,促进农业发展、农民增收。
