| 摘 要： | 在发生战乱或其它不安定的社会状态时，清代皖江圩区依靠其独特的地域特点及水利组织，组织团练，保家自卫，在维持地方统治秩序、维护社会安定上出现独特的社会应对。这时的圩区由基层行政组织和水利组织发展成为军事组织。战争结束后，团练转化为维护地方秩序的力量。
