三峡地区小城镇的环境保护规划

基于三峡地区小城镇人类活动强烈,自然生态环境敏感脆弱的实况,采用土地生态适宜性、环境敏感性、综合效应的分析方法,指出城镇生态系统脆弱、城镇分布在江河两旁、不利的气候条件、不良的环境地质现象、环境因子敏感、工程加剧城镇变迁、环境投入严重不足、环境问题日趋严重、环境规划滞后于整体规划的是制定环境规划特色考量的重要内容。环境容量较小,生态系统脆弱的三峡地区存在着潜在的环境灾害因素,急需经环境容量的核算编制环境规划,有效的调整产业结构,严禁发展高耗能、高污染的化工、建材、行业、造纸行业。
