摘    要:5G、互联网、区块链等数字技术的兴起为中国乡村林业发展提供了新动能,但目前对数字经济如何影响乡村林业的发展缺少深入的理论剖析与逻辑概括。文中建立了数字经济赋能林业生产-经营-产业体系的理论机制,并对其进行解析;以中国移动5G护林员、元林数字林业电商平台、漳州林业数字银行为案例,分析数字技术如何通过其多维传导路径赋能林业的数字化发展及其成效;探讨目前数字经济赋能乡村林业发展面临的制约因素,进而提出推动数字经济与林业产业进行深度融合、结合乡村新基建建设为林业数字化发展提供良好配套环境,以及通过提升林农和新型经营主体数字素养为林业数字化建设积累人力资本等政策启示。

Digital Economy Enabling Rural Forestry Development in China: Theoretical Framework,Effect Analysis and Policy Implications

Abstract:The rise of 5G technology, internet, blockchain and other digital technologies provides a new momentum for the rural development in China. However, there are little in-depth theoretical analysis and logical overview of how the digital economy affects the development of rural forestry. This paper establishes and analyzes a theoretical mechanism for the digital economy enabling forestry production-operation-industry system. Taking China Mobile 5G forest ranger, Yuanlin digital forestry e-commerce platform and Zhangzhou digital forestry bank as the cases, we analyze how digital technology enables the digitized development of forestry through multi-dimensional transmission paths and its effectiveness. We then discuss the factors that constrain the development of digital economy enabling rural forestry, and propose policy recommendations, i.e., promoting the deep integration of digital economy and forestry industry, providing a supportive environment for digitized forestry development in combination with the construction of rural infrastructure, and accumulating human capital for forestry digitalization by improving the digital literacy of forest farmers and business entities.
