| 摘 要： | 随着国家天然林保护工程的启动、森工企业陷入无树可砍的境地。为了走出困境，本文提出企业的出路只能是上山种树，象农村实行连产承责任制那样，把山林承包给个人，充分发挥每个人的积极性。
