| 摘 要： | 科学发展观是坚持以人为本,树立全面、协调、可持续的发展观。高等农业院校基层党组织始终处在学校改革发展实践的第一线,只有按照科学发展观的要求加强高等农业院校基层党组织建设,不断提高自身凝聚力、战斗力和创造力,培育农业院校基层党建工作＂二个平台＂,实现农业院校基层党建工作＂三个转化＂,才能切实解决好＂培养什么人＂、＂怎样培养人＂这一社会主义教育事业的根本性问题。
