| 摘 要： | 以长江上游四川、青海、贵州和云南等四省为调查区域,以流域森林生态效益补偿为调查对象,选择居民(林农)、非政府组织和政府管理部门等相关利益方为样本,对调查收回的279份样本进行整理,系统分析了各相关利益方对流域内生态效益补偿现状的认识、看法,并总结归纳了各相关利益方对生态效益补偿的共识与分歧。在此基础上,提出了建立多样化生态效益补偿手段,吸收相关利益方参与生态效益补偿制度构建以及中央政府加大扶持力度等政策性建议。
