| 摘 要： | 草地保护与建设在国民经济和社会持续发展中具有重要作用,我国草地资源破坏严重,草原生态环境日趋恶化的现状,迫切需要基本草地保护制度的实施.建议实行草畜平衡制度、调整牧区经济结构和加大草原建设资金投入,以实现草地资源的持续利用和草业的健康发展.

| Abstract: | The protection and construction of grassland has an important function in sustainable development of the economy and society. The damage of grassland in China is very serious and the grassland ecological environment is deteriorating day by day. The implementation of basic grassland protection is required. In order to realize the sustainable utilisation of the grassland resource and the healthy development of the grassland industry, it is suggested that a system to bring into equilibrium pasture and livestock and adjustment to the economic structure of pastoral areas be put into action, and that the input of funds into grassland construction be increased. |
