重庆市新型农村社会养老保险保障水平实证研究

选择交叉替代率对重庆市新型农村社会养老保险保障水平进行研究并构建养老保险替代率的精算模型,基本参数为通货膨胀率α、农民纯收入增长率g、银行利率r、开始缴费年龄a与领取养老金年龄b,实证结果表明：重庆市农村养老保险替代率水平较低,影响代率水平的主要变量是缴费档次、缴费年限及养老金收益利率。针对该研究结果,提出了3点建议：设置基础养老金和个人账户自动调整机制,加强养老保险基金的预算管理,做好新农保与传统政策的衔接。

The Study of Insurance Level of New Rural Social Pension Security System in Chongqing

Selecting the cross rate of substitution of Chongqing New Rural Social Pension Insurance to study the level of Chongqing pension and build pension replacement rate of actuarial models.The basic parameters include the rate of inflation α,farmers'net income growth g,bank interest rate r,payment age a,pension age b.The empirical results showed that Chongqing rural level of pension replacement rate is very low;the main variable of the level of replacement rate is the grade of payment,payment age and pension income interest payment.According to the results,three advices were put forward: set fundamental annuities and individual account to be automatic adjustment mechanism,strengthen the endowment insurance fund budget management and make new farming security and traditional policy coherence.
