| 摘 要： | 介绍了我国集体土地征收制度失范表现,即集体土地所有权主体含混不清、＂公共利益＂概念被滥用、补偿标准不公平、政府在征地中角色错位等。提出了集体土地征收制度重构的建议,旨在保证被征收的集体土地能真正服务于公共福祉,并使农民集体的土地权益得到充分实现。
