| 摘 要： | 为了保证水权转让的顺利进行和保护农民的利益,建立了农业风险补偿机制。它包括：农业风险补偿主体和客体的确定、补偿原则、补偿费的计算、补偿途径、补偿方式、补偿资金的管理和使用等;为确保风险补偿机制的实现,提出了建立健全黄河水权转换补偿机制法律法规、完善农民用水协会、建立农业风险补偿基金、设立相应的补偿协调机构等对策建议。
