摘    要:历史遗留问题已成为制约我国自然保护区发展的重要因素,直接影响生态文明和美丽中国建设。文中对我国自然保护区存在的主要历史遗留问题进行了梳理,分析了问题根源,结合现阶段政策从健全体制机制、推进规范管理、优化管控边界、开展特许经营等方面提出了历史遗留问题疏解对策和建议,以期为推进我国自然保护区治理体系和治理能力现代化以及山水林田湖草保护系统修复提供借鉴。

Abstract:The problems rooted in history have become an important factor restricting the development of nature reserves in China, directly influencing the ecological civilization and the building of a beautiful China. This paper reviews the main problems evolved from the past which nature reserves are faced with, analyzes the root causes of the problems, and puts forward the solutions and suggestions for solving the problems in terms of system and mechanism improvement, management standardization, the management and control boundary optimization, and authorized management, with a view to promoting the modernization of the management system and management capacity of nature reserves in China and also providing the references for the integrated protection and systematic restoration of mountains, waters, forests, farming fields, lakes and grasslands.
