安徽省小麦生产变化和特点及稳定发展的政策措施

摘    要:本文分析了安徽小麦的发展变化历程和特点,认为安徽小麦具有生产地位上升、种植面积南扩、地区间发展不平衡、安徽小麦成为新的增长极等特点。指出安徽小麦存在品种抗病性不强、自然灾害偏重发生、耕作管理较粗放、农田灌溉设施不配套、普惠制补贴政策效应难以持续等问题。提出稳定发展安徽小麦生产,要继续加强水利设施建设,强化栽培技术集成创新,加大小麦品种选育力度与优化布局、培育新型主体,加大小麦生产支持力度。

Abstract:This paper analyzes the development course and characteristics of wheat produce in Anhui Province. Though wheat plantation varies unevenly among the regions in Anhui, wheat has become an increasingly important crop serving as a new growth-point to wheat production in China in future. There is a trend that wheat has been expandly growing in south Anhui. However, issues including few disease resistant wheat varieties, frequent occurrence of natural weather disaster, poor tillage management, incomplete irrigation facilities and quite unsustainable subsidies form Grain Subsidy Policy (GSP) have hampered the wheat industry. Therefore, it is proposed that the intensive construction of irrigation and drainage systems, strengthened the scientific technologies in crop cultivation and breeding, anew effective management and service and agro-policies are prerequisites for sustaining the steady growth of provincial wheat production.
