我国农村低保制度与扶贫开发政策的有效衔接研究述评

在总结我国农村扶贫政策和贫困问题相关研究的基础上,阐述了我国学者关于农村低保制度与农村扶贫开发政策衔接的研究,并提出了自己的独特见解：一方面,基于我国城市化加快与贫困程度加深的实际情况,指出我国扶贫政策和低保制度有必要作出重大调整、转变;另一方面,指出低保制度和扶贫政策的真正衔接没有一套万能的经验可循,应该根据各地的实际情况而定。在此基础上,提出我国应该从管理、资金和政策上实现农村低保制度与扶贫政策的有机结合。 更多还原

Review of Effective Convergence between China's Rural Minimum Subsistence Security System and the Development Policy of Poverty Alleviation
