| 摘 要： | 以安徽省农村综合改革实效性和评价标准为视角,结合国内外、省内外相关地区的经验,剖析了新一轮农村综合改革的必要性以及改革理念与目标宗旨,借以考察改革中的主要政策举措的实效性,科学建构并全面评价了农村综合改革成效的指标体系。结果表明,通过6个1级指标、23个2级指标、106个3级指标的量化处理建构的指标体系,既能检测某一单项改革（如农村义务教育改革）的实效性,同时又可以进行综合改革实效性的总体评价。 更多还原
