水土保持生态环境建设作为西部开发的突破口和切入点 ,进一步强化了水土保持的基本国策地位。 2 1世纪初期山西水土保持运行机制的初步设想是 :基本建设项目水土保持已积累一定的经验 ,它是发展现代水保和实行水保监理制的突破口 ,要不断完善提高 ;项目水保的比重逐渐加大 ,全省每年立项的投资在 2亿元左右 ,要坚持专业队治理 ,积极推行项目报账制 ;农户是治理开发的主体 ,要积极发展水保大户 ,充分发挥大户的典型带动作用 ;“十五”期间也要抓好城市水保 ,投资项目要向城市周围倾斜。
