基于“钻石模型”的河南省烤烟产业集群发展分析

产业集群发展已经成为世界经济发展中一个显著的经济现象，烤烟产业集群化发展不仅是烟草业现代化发展的方向，也是提升烤烟产业竞争力的重要途径之一。运用“钻石模型”从生产要素、需求条件、相关与支持性产业，企业战略、结构和同业竞争，机会与政府等方面分析河南省烤烟产业集群的优势与不足，并提出相应的建议，即加大烟叶生产基础设施建设、提高烟叶生产组织化程度、加快实施烟草科技创新工程、实施龙头卷烟工业企业带动战略、完善烟叶生产政策支持体系等，以促进河南省烤烟产业集群的发展和烤烟产业集群竞争力的提高。

A Study on Industrial Cluster Development of Flue-cured Tobacco in Henan Province Based on Diamond Model

Development of industrial clusters has become a significant economic phenomenon in the economic development worldwide. The industrial cluster development of flue-cured tobacco is not only a developmental direction of modern tobacco industry, but also an important way to competitiveness promotion of flue-cured tobacco industry. This paper analyzed advantages and disadvantages of flue-cured tobacco industry cluster in Henan province using the “diamond model” from production factors, demand conditions, related and supporting industries, corporate strategy, structure and interbank competition, and opportunity and government; meanwhile, several constructive suggestions were proposed, i.e. increasing tobacco leaf production infrastructure construction, enhancing tobacco leaf production organization levels, and accelerating implementation of tobacco technological innovation projects, implementing the leading tobacco manufacturing industry-driven strategies, and improving the policy support system of tobacco leaf production. These recommendations will help to promote flue-cured tobacco industrial cluster development in Henan Province and to enhance the competitiveness of the whole industrial cluster.
