西安市经济发展与环境关系的关联分析

从要素、产业、经济群体三个层次,分别研究了“三废”排放与经济资源要素的关联、工业结构与能源和“三废”排放要素的关联、经济系统与环境系统的协调状况。文章认为,西安市的三废排放量与人口因素和经济规模因素密切相关,而与能源消费状况相关程度相对较低,其间差异性也较大。工业总产值、轻工业总产值和重工业总产值对污染物排放量的关联度小于对能源消费量的关联度。经济环境系统总体处于不协调状态,只有经济结构功能处于比较协调状态,经济规模、经济效益、环境质量、环境治理均处于不协调状态,环境污染功能处于极不协调状态,系统无一功能处于高度协调状态。文章从经济和环境政策法规、规划布局、治理技术、结构调整等方面,对大气、水体、固体废弃物的治理提出具体且切实可行的措施。

Analysis on the Relationship Between Economic Development and Environment in Xi'an City

The coordination between economic system and environmental system,the relationship between industrial structure and energy resource and "the three wastes",the relationship between "the three wastes"and economic assets were studied.Discharged quantity of "the three wastes"was correlated closely with population and economic scale,and not correlated closely with energy cost in Xi'an,which had a great difference among them.The related degree of gross value of industrial output,gross value of light industrial output,gross value of heavy industrial output for discharged quantity of pollutants were less than the one for quantity of consumption.System of economy-environment was not in harmonious condition in the whole,function of economic structure was comparablyin harmonious condition,functions of economic scale,economic effect,environmental quality and environmental harness were not in harmonious condition,function of environmental pollution was not greatly in harmonious condition.No function in the system of economy-environment was in high harmonious condition.Concrete and conscientious measures for the harness of waste gas or steam,waste water and solid waste were put forward from the aspects of environmental policies and statuts,planning and layout,harness technology,adjustingstructure.
