北京市农民合作社联合社运行机制绩效评价

【目的】为深入了解农民合作社联合社运行机制现状,推动新型经营主体的发展,推进农业供给侧结构性改革。【方法】基于北京市农民合作社联合社调研数据,利用评分法进行运行机制绩效评价研究。【结果】研究表明,联合社人力管理机制欠缺、资金筹集与运转机制不完善、利益联结与分配机制不健全。【结论】要健全人力管理机制,积极拓宽筹资渠道,探索利益联结与分配机制多元化发展。

Study on performance evaluation of operation mechanism of farmers' cooperative unions in Beijing

Objective]In order to deeply understand the current situation of the operation mechanism of farmers' cooperative unions (FCUs),to promote the development of new business entities,and the structural reform of agricultural supply side,Methods]the performance evaluation of operation mechanism was made by using the scoring method,based on the survey data from the FCUs in Beijing.Results]The research shows that the mechanism of human resource management,fund raising and operation,and benefit connection and distribution of the FCUs is not perfect.Conclusion]Some measures should be taken such as improving the human resource management mechanism,broadening financing channels actively,and exploring the diversified development of interest linkage and distribution mechanism to improve the operation mechanism of the FCUs.
