西安农业供给侧结构性改革的对策研究

当前，西安农产品供给与城乡居民消费结构快速升级的要求不相适应，农业生产面临成本和价格双向挤压，以破坏生态环境为代价获取农产品的老路已行不通。为了研究西安市农业供给侧结构性改革的发展现状和存在问题，通过调查了解生产大户、粮食、果业、畜牧等合作社及相关农业企业生产销售等情况，对西安农业发展现状及存在问题进行分析研究，提出调整农业产业结构、改进农业生产方式、降低生产成本、促进一、二、三产业融合、提高农业服务能力、推出农产品新销售方式、推进生产设施现代化等进行农业供给侧结构性改革的对策建议，以期对西安市农业供给侧结构性改革进行指导，为政府决策建言献策。

Structural Reform of Agricultural Supply Side in Xi'an

At present, the agricultural products’supply in Xi'an can not meet the demands of urban and rural residents on consumption structure upgrading, agricultural production faces the two-way pressure from cost and price of agricultural products, and the old way of obtaining agricultural products at the price of ecological environment can not be accepted now. In order to study the development status and existing problems of the structural reform of agricultural supply side in Xi'an, we investigated major food producers, cooperatives of grain, fruits and livestock, and analyzed the status quo of Xi'an’s agricultural development. Finally, we proposed suggestions, such as adjusting agricultural structure, improving agricultural production mode, reducing production cost, integrating the primary, secondary and tertiary industry, enhancing agricultural service ability, upgrading sales modes of agricultural products, and promoting the modernization of agricultural production facilities, for Xi'an’s agricultural supply side structural reform and government decision-making.
