中国农民增收困难的原因及对策

农民增收是解决“三农问题”的关键。当前 ,在农民增收方面还存在许多问题 ,必须进一步解放思想 ,分析原因 ,坚持“两手抓、两手都要硬” ,即一手抓做足做好农业和农村内部增收的文章 ;一手抓农村剩余劳动力的技能培训 ,推进他们有序转移就业 ,在农业和农村外部寻求增收途径。笔者分析了农民增收困难的原因 ,提出了农民增收的对策建议。

Cause and Solutions to the Difficulties of the Farmers' Income Increasing

Farmers' income-increasing is critical to solve the problem in the Rural, the Agriculture and Farmer. Yet there exist many problems. It is necessary to emancipate our mind further and stick to “GRASP TWO HANDS AND EITHER IS NECESSARY". On one hand, it is essential to emphasize on the inner resources of agriculture and rural areas. On the other hand, it is of great need to give the left-over farmers'proper technical training, promote them to be transferred to other jobs and increase their income besides agriculture and rural areas.
