西部开发与生态环境保护和建设

现在所说的西部，包括我国地理位置上的西部和西南２大区域的大西部，含有多个气候 共１２个省区市，其中西藏暂未列入，实有１１个省区市，土地面积、耕地、人口分别占全国的６９．９１％、工．１８％和２８．２９％。共有８４７个县市，其中国家扶贫县３６１个，占大西部总县数的４２．６２％，占全国扶贫县的６１％。

Environment Protection and Ecosystem Rehabilitation Are Priorities in the Development of the West

The West referred to herein consists geographically of the west and southwest of China, comprising 12 provinces spanning several climatic zones. Xizang (Tibet) Autonomous Region, however, is not yet included in the Development Project. Respectively, the land area, area of arable land and population accounts for 69.91%, 31.18% and 28.29% of the national total. Among the 847 counties in this macro region, 361 counties are listed in the national poverty alleviation program, making 42.62% of the total number of counties in the Macro West and 61% of the nation-wide poverty alleviation counties. Four aspects are believed to be basic in the ecosystem rehabilitation of the West, namely, designation of nature reserves, control of desertization, soil and water conservation, and rational use of the existing limited water resource.
