公共产品视角下乡镇政府回应的障碍及对策探析

乡镇政府对农村公共产品回应的过程实际上是从村民公共产品诉求到乡镇政府供给的过程,其现实困境主要表现为对村民需求的有效摄取不足和供给资源的贫乏。分析了造成这两种困境的障碍：农民参与的制度性渠道不完善,自上而下的公共产品供给决策程序,各级政府财权-事权不统一,社会力量引入不足,绩效评估异化;并针对问题所在提出了相应对策。

Study on the Obstacles and Countermeasures of Countryside Government's Response from the Perspective of Public Goods

Countryside government's response to rural public goods is actually a process from farmers' demands on rural public goods to countryside goverment's provision.And its practical problems are the absence of effective uptake to farmers' demands and insufficient recourses.The obstacles caused the two difficulties were analyzed,including imperfect system channel for famers' political participation,top-down policy-making procedure of public products,lack of unity between administrative and financial powers in governments at all levels,absence of society cooperation and allienation in performance evaluation.Aiming at these problems,some corresponding countermeasures were put forward.
