农民流动的制度惰距特征与制度创新

农民流动是社会经济结构调整的重要动力，对加快农村脱贫致富，形成城乡经济社会发展一体化新格局，作用十分巨大。但农民工管理制度的不完善和不健全影响了农民流动的彻底性，也制约了农村劳动力的转移和城市化进程的加快。最突出的表现是，农民的流动呈现出制度惰距的特征，因此必须要加快制度创新的步伐，引导农民合理有序流动。
