| 摘 要： | 以农业循环经济理论为基础,分析了发展农业循环经济与建设新农村的相互关系,表明农业循环经济发展与新农村建设是相互促进的;实现农业循环经济是新农村建设的主要目标;发展农业循环经济是实现新农村建设的途径。指出了秦皇岛市农业循环经济发展中的主要问题：发展农业循环经济的思想基础薄弱;政府政策指导不足;技术和资金支持力度不够。提出了新农村建设中发展农业循环经济的对策：树立全民的循环经济意识;构建农业循环经济法律法规体系;加强农业循环经济的技术、模式创新;加快循环农业产品的市场化步伐。
