东部输油管网流向调整战略及其实施

阐述了我国石油资源短缺，东部原油管网流向不尽合理及进口原油由黄岛上岸的迫切性等战略方案提出的历史背景。介绍了建设投运东临复线、启用东黄老线、东黄复线改输黄岛上岸的进口原油，利用东临老线输送进口原油北上至华北地区各炼化企业等战略方案的具体分步分期实施情况。指出战略方案的实施对于扭转部分管道经营亏损，改变部分炼化企业资源短缺状况，缓解我国东部及华中地区原油资源供需矛盾，提高国家整体效益具有重大意义。

Strategu and Implemeatation on Flow Direction Varing of Eastern China Plpeline Networks OGST

In accordance with the restructuring strategy on the flow direction of pipeline networks in Eastern China worked out by CNPC and Sinopec, the paper briefly introduces the background of the strategy worked out against the shortage of petroleum resources in China, unreasonable flow direction of pipeline networks in Eastern China and the necessity for transporting imported oil onto Huangdao oil wharf as well as the strategy implementation by stages on constructing Dongying-Linyi parallel pipeline,starting using Dongying-Huangdao old pipeline, transporting imported oil from Huangdao oil wharf by Dongying-Huangdao parallel pipeline, transporting imported oil with Dongying-Linyi old pipeline to refineries and petrochemical enterprises located at Northern China. It is pointed out that the implementation of strategy will play a decisive role in decreasing economic loss of some pipelines,overcoming petroleum shortage of refineries and petrochemical enterprises, increaing oil supply to eastern and inland areas of China and economic benefit of petroleum industry of China.
