摘    要:新时期对水土保持生态建设提出了新的要求 ,必须采取新的措施 ,依靠大自然的力量 ,充分发挥生态的自我修复能力 ,加快植被恢复 ,重新确立人与自然和谐共处的关系。发挥生态的自我修复能力是费省效宏、快速治理水土流失的有效途径之一。要因地制宜 ,分区采取“以改促封”、“以建促封”、“以调促封”、“以移促封”等多种措施 ,为生态的自我修复创造条件。同时要处理好依靠大自然力量和依靠人工治理的关系、小流域综合治理与大面积封育保护的关系、封与育的关系和封与用的关系。

Abstract:The new period has put forward new requirements on ecological construction of soil and water conservation. We should adopt new measures, speed up vegetation rehabilitation and re-establish the relationship of getting alon g harmoniously between people and nature by relying on the strength of nature an d giving full play to the self-restoration capability of ecology. Giving full p lay to the self-restoration capability of ecology can spend less cost but achie ve greater benefits and it is also one of the effective ways for speeding up the management of soil and water loss. It should adopt various measures for differe nt regions in line with local conditions, providing conditions for self-restora t ion of ecology. In the meanwhile, we should well handle the relationship of mana gement between relying on the strength of nature and relying on the people, the relationship between comprehensive management of small watersheds and closing hi lls and conducting protection in a large area, the relationship between closing and growing and the relationship between closing and using.
