| 摘 要： | 节水型社会建设的核心任务是形成安全、高效和可持续的水资源利用与管理机制,关键在于制度建设.根据长江流域的特点,提出了长江流域节水型社会制度建设的框架体系,主要包括宏观调控机制、市场调节机制以及社会运行保障机制等,并给出了相应的政策建议.

| Abstract: | The core task of the water-saving society construction is to develop the safety,highly efficient,sustainable water utilization system.Its key problem is institution construction.According to the characteristics of Changjiang River basin,the framework of institution construction of water-saving society,which includes the government macro control system,market regulating system and society operating guarantee system,is put forward in this paper.Furthermore,several corresponding policy suggestion is presented. |
