知识经济条件下农业气候资源经济性评价方法的初步构想

气候资源是大自然赋予全人类的共同财富 ,在“知识经济”条件下 ,气象部门如何按照市场规律生产、传播气象信息与知识产品 ,促进其经济效益、生态效益和社会效益的提高 ,构成了“气象经济”的基本内容。笔者从知识经济的角度出发 ,就农业气候资源开发项目经济评价的出发点、原则、内容和方法等问题进行了初步探讨。

Economic Evaluation of Agricultural Climatic Resources under the Condition of Intellectual Economy

Climatic resources are common wealth of the whole humanity that is given by nature. Under the condition of intellectual economy, how to produce and spread the climatic information and intellectual product, promote the economic,ecological and social benefit made up the basic economy. From the viewpoint of intellectual economy,in the essay the author proceeded an initial inquiry about the starting point of the principle, the substance and the method of economic evaluation of exploitation items of agricultural climatic resources.
