当前农村基础设施建设的问题及其对策

当前我国农村基础设施在发展中存在资金投入不足、布局不合理等问题。而国家长期以来实行非均衡的、城乡二元结构的基础设施供给制度、自上而下的农村基础设施决策机制,以及单一供给的主体和资金渠道、政策性银行职能缺位是导致这些问题出现的主要原因。要促进农村基础设施的发展,就要建立均衡的、城乡一体化的基础设施供给制度,建立自下而上的农村基础设施决策机制,实现农村基础设施供给主体和资金渠道的多元化,明确和重新界定政策性银行的职能。

Studies on Problems and Countermeasures in Current Infrastructure Development of Rural Area

There are many problems in rural infrastructural development, such as insufficiency of financing、unjust distribution. The reasons are the unfair and disproportional infrastructural policies, the undemocratic decision-making process, the unitary channel of infrastructures supply and financing,the functional lack of the policy-oriented banks. To solve the problems, several measures should be taken. Fair and proportional infrastructural supply policies, democratic decision-marking mechanisms should be established. The supply channels and finance resources of the rural infrastructure should be diversified. The functions of the policy-oriented banks should be specified and re-orientated.
