| 摘 要： | 由于林业生产长期忽视森林的特性。把森林采伐同采掘矿藏等同对待,重采轻育,重取轻予,致使森林资源在数量上越采越少。质量上越采越劣。为了有效地遏制这一恶性循环。必须加强对森林资源管理和监督。处理好监督和管理的关系,理顺监管体制。为森林的持续发展发挥重要的作用。

| Abstract: | As a result of neglected the characteristic of forest for long time in forestry and treated the forest felling as mining, forest resources have become a small quality and a bad quanlity. In order to prevent effectively the vicious circle, we must enhance administration and supervision in forest resources, handle the relations between them, strenghten out supervision system. These will play an important role in forest continuing development. |
