对我国海岸带生态保护与修复的思考

阐述海岸带、海岸带生态修复概念、内涵及必要性。分析当前海岸带生态修复面临的问题主要有人类活动长期干扰，使得区域环境污染问题严重，近岸海水富营养化严重；经营管理水平不高使得海岸基干林带防护功能弱；保护力度不足使基干林带受损毁严重；土地供需矛盾突出使得生态修复用地紧张；基层专业技术力量薄弱使得生态修复缺少技术支撑等。藉此提出合理规划布局，分区实施生态保护和修复；综合治理，严格控制污染物排放，重视基干林带建设；坚持陆海统筹战略，突出修复重点等对策、建议。

Ecological Protection and Restoration of Coastal Zone in China

This paper expounded the concept, connotation and necessity of coastal zone and ecological restoration of coastal zone, analyzed the problems faced by the ecological restoration mainly included that the long-term interference of human activities caused the regional environmental pollution serious and the coastal seawater eutrophication serious; the low management level made the protection function of the coastal backbone forest belt weak; the insufficient protection had seriously damaged the main forest belt; the prominent contradiction between land supply and demand made the ecological restoration land tense; the weak professional and technical strength made the ecological restoration lack of technical support. Therefore, this paper suggested to make rational planning and layout, and implement ecological protection and restoration in different areas; carry out comprehensive treatment and strict control of pollutant discharge, and pay attention to the construction of the backbone forest belt; adhere to land and sea coordination, and highlight the key points of restoration.
