| 摘 要： | 面对我国巨大的资源、人口、环境的压力，国家提出了“实现耕地总量动态平衡”的战略目标，这个目标是非常值得研究的一个课题。本文首先探讨了耕地总量动态平衡的涵义和内容，然后在今后我国实现耕地总量动态平衡目标的潜力分析的基础上提出了实现此目标的对策措施。

| Abstract: | Facing huge pressure of resources, population and environment, the government put forward the goal of dynamic equilibrium of total arable land. This goal is a question for study. The paper firstly probed into conception and content, and then put forward suggestions and solutions of improving based on potentialities of realizing the goal of dynamic equilibrium of total arable land. |
