浅谈贫困地区开发经果林效益不佳的原因及对策

林业的第二次创业，是要在山区、丘陵地区实施经果林开发工程，使一部分农民得到实惠。但是在贫困地区低效林比例太大，其原因主要有四:一是小生产与规模经营不相适应:二是筹措经果林开发资金难;三是缺乏高素质的开发管理人才;四是一部分基层领导干部素质不适应改革的新形势。要提高经果林开发的投资效益，必须做到:强化对人才的开发与管理:建立新型的规模经营承包管理机制:探索筹措开发经果林资金的新途径。
