摘    要:积极推行并实施全员聘用制是高等学校人事管理制度改革的一个重要方面。实施全员聘用制过程中必然会遇到各种矛盾和问题,有观念上的也有制度上的,有宏观的也有微观的,如何妥善地处理这些矛盾和问题是全员聘用制能否得到顺利实施和取得实效的关键。本文着重从六个方而阐述了解决全员聘用制推进过程中有关问题的措施和对策,希望能对高校人事制度改革起到一定的启发和借鉴作用。

Abstract:Actwely spreading and carrying out national engaging system is an important aspect in personnel managing system reformation in college. In which course these must he some disagreements and problems. in the aspects of conception or system, or in the aspect of macro or micro. The national engaging system cannot he carried out smoothly if the disagreements and problems are not school appropriately. This paper, in six aspexts, eluiidates the measures and strategies in solving the problems, in the hope of given some enlighten merit and reference to the personnel system reformation in colleges.
