| 摘 要： | 耕地属于典型的多功能稀缺性自然资源,具有很强的外部正效应.为此,从分析耕地保护行为的外部正效应入手,提出了耕地开发权交易制度.耕地开发权交易制度是一种买卖许可交易,通过建立合法的耕地开发许可,利用市场交易机制,把耕地开发权作为一种商品进行买卖,使耕地开发指标在不同区域和区域之间得到合理有效的再分配,以此来进行耕地总量的控制.在此基础上,对耕地开发权交易制度的设计进行了一些探讨.
