The Assessment of New Ship Targeting System in Paris MoU′s NIR

This paper discusses the new ship targeting system in Paris MoU′ s new inspection regime（NIR）,from a port state control（PSC） perspective.Since ship targeting is a key stage in PSC,a reasonable mechanism could improve the ship inspection efficiency greatly.With cases study,the comparative analysis is carried out between the old and new methods.Furthermore,this article also investigates the EU′s unilateralism in NIR,which needs to be studied and warned for China.In conclusion,the advices,for Chinese PSC targeting system,are developed at the legal and technical level.
