| 摘 要： | 通过对江苏省D县农业水费征收标准制定、执行和监督3个层面的调查发现,在收费标准上地方水管部门根据自身利益重新解读了上级制定的收费标准;社会改革让水管部门失去了地方基层组织和行政力量的支持,直接面对大量的"原子化"农民;缺乏有效的制度来遏止用水户"搭便车"的投机行为,多方因素的交互影响使农业水费征收变得更加困难,因此,处理好这3个层面的问题成为解决农业水费征收困境的关键所在。

| Abstract: | Taking agricultural water tariff collected in D county of Jiangsu province as an example,this paper investigated the difficult situation at the levels of standard formulation,implementation and supervision.It was found that the charges of agricultural water were changed according to the local water department interests.Social reform made the water department lost the support of local grass-roots organizations and the executive power,directly face to a large number of "atoms" of farmers.No effective system could hold back the speculative behavior of water users' "hitchhiking".The plight of the three levels made collecting agricultural water tariff more difficult. |
